Business reply mail inserts

Anyone had experience with adding business reply type postcards and/or envelopes to publications?

I'm wondering what your experiences were with price and if people ended up using it or not.

My situation:
We have a survey about how people want information from us and the reply postcard is an option. We put out a yearly magazine to alumni in a college- this year we are ordering 33,000 and the number grows with every new graduation. This is not sustainable and we have decided to mail this only to some people and have an online reading option available in the near future for others. Now we just have to figure out who gets what.

I have suggested en email campaign and an online survey rather than the card in the magazine because I think it will be faster and more people will respond, but I have to explore all avenues before we decide.

As far as cost, we have done mailers out to customers including a postage paid envelope. Not sure if it's different in the US, but with our Canada Post account, we get a code that we print onto our envelopes and the postage only gets charged to our account (i.e. we have to pay the postage) when the envelope actually gets mailed and scanned through the system. If it gets tossed out, we're just out the cost of the envelope.  Not sure if that helps.
 
Personally, I'd be more likely to respond to an online survey though.
