I took in a piece to a printer that had the look you are referring to. They said they had a lot of people that had shown interest in the piece and that it was not as simple as it looked, but a multi-step, complex process. They said there were multiple layers of varnish that created the distinct effect. I didn't know enough to dispute it, took their word for it :)

You are correct, this piece will need a double or triple hit of varnish, etc. I've done pieces before where a single pass does not create that liquid effect you're going for. fyi, it can be expensive but you will get the results you're looking for...
