What potential clients do you target?

I'm a freelance designer, and once a month I send out an email offering my services to as many potential clients as I can think to look up. Usually I look up established design firms, PR agencies, marketing agencies etc.

I'd love to know if anyone has any advice regarding specific businesses that are most likely to need freelance design services? My direct marketing is never that successful.
