There are tons of resources to help you learn/brush up. I recommend either buying a subscription to lynda.com and watching their video tutorials, or searching css on google for blogs. Here's a decent overview written Lifehacker.

Once you know the basics, download some free templates and start messing around. It's really just a matter of reading, then putting it to practice.

I have some tips on my blog too, as well as a free template you can download to mess around :)

I am not a developer, so i can not give answer for how things work and all. but i asked one of my friends for the same. and suggested me to go for online tutorial. and as a reference you can go through : http://www.w3schools.com/xhtml/default.asp and https://wiki.brown.edu/confluence/pages ... ageId=4446

I am not sure your level. I would definitely get started with HTML5 and learn the basics of semantics and how it applies to web development.

I learned everything through application, my wife through reading books. There is no right way. One place I go is stumble upon, and search web dev - there are tons of great, current resources to be had here.
