Ideally the departments in an organization put the interests of the organization above their own.
Operating out of this mindset, they then create a system of checks and balances with other departments regarding the allocation of resources and services based on the greater good.
In reality most companies are a collection of departments that operate like fiefdoms with each acting in their own self-interest at the expense of the broader goals of the organization.
They hoard resources, seek glory and avoid blame to the point of pathological dysfunction.
